of Acclade.PRO application for intelligent sales management for fitness networks .' ' ' co-financed by
the European Union - European Regional Development Fund under Priority Axis I: Entrepreneurial
Eastern Poland, Measure 1.1 Startup platforms for new ideas, Sub-measure 1.1.2 Development of
startups in Eastern Poland of the Operational Programme Eastern Poland 2014-2020.
The public procurement procedure is conducted in accordance with the Guidelines
on the eligibility of expenditure under the European Regional Development Fund, the European Social
Fund and the Cohesion Fund for 2014-2020, Guidelines
on the eligibility of expenditure in the Operational Program Eastern Poland 2014-2020.

As part of the market discernment to estimate the value of the contract, including the cost of
implementation, we invite you to submit a price proposal for the creation of thematic articles.

II. DESCRIPTION OF THE SUBJECT MATTER OF THE CONTRACT

1. The scope of the contract includes services to create a full UI/UX of the web and mobile
application in accordance with standard market principles. The website and the mobile application
will share screens, which will have to look the same on both platforms. Some screens will be
displayed only on the mobile app and some only on the web app. Interfaces must remain simple
and intuitive. There should be common navigation throughout the app. The basic framework for
each screen will be provided by the Employer. The first goal will be to rework this skeleton to apply
common navigation between screens, along with reworking the positioning and proportions of
elements to make readability clearer.
In particular, the aforementioned work will create:
  • Design system
  • Login/registration flow
  • Dashboard (including visualization of statistics through graphics) - variants
  • depending on the role of the user
  • 28 screens for web application only - with variants based on user role
  • 2 screens for mobile app only - with variants based on user role
  • 9 typical screens for mobile and web applications - with variations based on user
  • role
  • Visual notifications for web and mobile applications
Functionality description
  • The design system should include all rules, colors, fonts, components and how to use
  • them in the application.
  • The common screen should be designed so that the navigation and screen structure
  • are similar for both mobile and web applications.
  • The design of web application screens should follow standard navigation flows.
  • The screen design of the mobile app should follow standard mobile navigation flows,
taking into account the camera position and different screen resolutions.
The design will be in accordance with the brand book, which will be provided by the
Employer to the Contractor
2. The Ordering Party and the Contractor shall jointly agree on the exact format, topics and
technicalities related to the screens to be prepared via email/Whatsapp, and set a deadline for the
preparation of each screen. By mutual agreement between the Ordering Party and the Contractor,
the deadline may be postponed. The Contractor shall send the individual prepared elements of the
order listed in item 1 for approval by the Ordering Party. The Ordering Party has the right to require
corrections in case of discrepancies. The format of the screens may evolve as agreed by the parties.
3. If significant deficiencies, deficiencies and other inconsistencies are found, the material shall
require correction at the Contractor's expense.
4. The Contractor, during the execution of the contract, will fully cooperate with the Ordering Party
in making arrangements in the execution of the commissioned work in the substantive and
technical areas. The frequency of consultations and arrangements will be based on current needs,
but no less than 3 times a week. Consultations and arrangements may take the form of
videoconferencing with the consent of the Principal.
5. Estimated working time - 85 hours per month
6. Settlement shall be made on a monthly basis after acceptance of the agreed scope of work by a
designated person from the Ordering Party.
7. The basis for the Contractor's Invoice/Invoice will be a signed and mutually accepted protocol of
acceptance of the work completed in each month.
8. Payment term 14 days from the date of the invoice/bill.

III. CONTRACT COMPLETION DATE.

Planned completion date of the contract from 10.07.2023 to 30.09.2023 TJ. 3 WORKING MONTHS
1. The date of completion of the subject matter of the contract, the Purchaser shall consider the date
of delivery and handover of the subject matter of the contract and the signing of a protocol of final
acceptance of the subject matter of the contract by the Purchaser and the Contractor.

IV. CONTRACTOR SELECTION

1. In the situation where, as a result of this price inquiry, the estimated value of the contract will
not oblige the Contracting Authority to select a contractor on the basis of the competitive
principle set forth in the Guidelines on the eligibility of expenditure under the European Regional
Development Fund, the European Social Fund and the Cohesion Fund for 2014-2020, the
Contracting Authority will consider the selection of the Contractor based on the conducted
estimation of the value of the contract under this price inquiry.

2. In the case of the intention to outsource the contract to the Contractor selected by the
Contracting Authority, will be possible in a situation where the Contractor has the knowledge
and experience necessary for the execution of the contract, i.e.:
  • At least 3 years of experience in web application design
  • Working on at least 3 projects as a UI/UX designer
  • Fluency in English

3. The Contractor will confirm the possession of knowledge and experience by submitting a
statement - attached as Appendix No. 2. The Contracting Authority reserves the right to require
the Contractor to submit, in addition to the statement, also a list of completed services, references,
acceptance reports, equipment list, etc., or other, from which the required experience and
technical potential will be clearly evident.
4. The contract will be able to be concluded with a Contractor who has no personal or capital ties
with the Contracting Authority.
5. A capital or personal relationship is understood as a mutual relationship between the Contracting
Authority (ACCOLADE PRO Sp. z o.o.), or persons authorized to incur liabilities on behalf of the
Contracting Authority or persons performing activities on behalf of the Contracting Authority
related to the preparation and execution of the procedure for selecting the Contractor and the
Economic Operator, consisting in particular of:
1) participating in a company as a partner in a civil partnership or partnership;
2) ownership of shares or at least 10% of shares;
3) Serving as a member of the supervisory or management body, proxy, attorney;
4) remaining in such a legal or factual relationship that may raise reasonable doubts as to
impartiality in the selection of the contractor, in particular remaining in a marriage, in a
relationship of consanguinity or affinity in a direct line, kinship or affinity in a collateral
line to the second degree or in a relationship of adoption, custody or guardianship.
6. The contractor confirms compliance with the condition referred to in paragraph 5 by submitting a
statement - Annex No. 3.

V. DEADLINE AND FORM FOR SUBMITTING PRICE PROPOSALS

1. Price proposals should be submitted on the price form in accordance with Appendix 1 to the price
inquiry. The proposed price should cover the entire scope of the contract. The proposed price
should be a gross lump sum price for one month of work

The Contracting Authority informs that this price inquiry does not constitute an offer within the
meaning of Article 66 of the Civil Code, nor is it a contract notice within the meaning of the Act of September 11, 2019. - Public Procurement Law (Journal of Laws of 2021, item 1129, as amended). Its purpose is to discern the price of the market among companies capable of carrying out the above order, to obtain knowledge of the estimated costs associated with the planned public procurement.
However, in a situation where the estimated value of the contract will not oblige the Contracting Authority to conduct a competitive procedure, the Contracting Authority will consider the possibility of awarding the contract under this market discernment to an entity whose proposal price will be the lowest.
